The Guangdong province, the governor, gave some new policy for the workers for their children.  So the government let the children take the exam in Guangdong, rather than go to their home town.  But the government also have some rules.  Maybe the parents have to work in Guangdong for more than 3 years, and the children should have finished the 3 years high school in Guangdong.  Their parents should pay some money that the government has taken from their salary for their welfare.  They have to have an official job.

The governor of Guangdong province gave a new policy for the children of the workers who’s hukou is not in Guangdong Province.  In that way Their children can take the exam in Guangdong province rather than going back home. However, there are several requirements.  First the parents have to have been working in Guangdong over 3 years. Their parents must have a residence permit and purchased social insurance.  Second, their children should have been studying in high school for 3 years in Guangdong.

The social conflict was the increasing requirements of peoples living compared to the lower level of provide from the industry.  – The social conflict was the increasing quality of life compared to the lower productivity of industries.
