We understand that the threshold of $25k is required by Global Converse policy, please let me explain why we strongly prefer to design $20k as the threshold of bids & contract review policy.

Firstly, E band business approver (cost center owner) could approve contracts if annual spending is less than $20K. If the threshold is changed to $25k, most of contracts should be approved by S band or higher and it will be a huge workload for them. Secondly, If adopt the threshold on $25k for bids and $20k for contract review, requestors will easily confused for such setting.
ā€¢ Risk controls
Firstly, Local policy is more stringent than the global policy, this will not affect the control risk. Moreover, based on the data of CY16, itā€™s better to set threshold to $20k due to 80% of overall ISTP spending will be covered. Itā€™s the optimal proportion of risk control.

It is appreciated if we can get your comments on threshold design in earlier next week, because the first round of training session has been scheduled in next Wednesday (Mar.22) and these two policies should be released before the training.

Besides above,we definitely require the service level agreement from your team due to factors of the location, language, time zone and etc. to avoid risk. Please let us know if there is anything we can do and also feel free to contact us if have any question. Thanks!

we will use the new system, new corporate card, so the global team will design the project to the great china and they have the process map. they will organise the training forĀ the local employees. As I am the contact window between the local and the global team so I need to think about what we want. Do we have the great change compared with current process and also we need to know what the employees should do, so I need to raise the question to the global team and get the feedback and report to my line manager. and sometimes it’s local team maybe make the decision whether to accept the design from global team or we will reject.
