With the development of the city, more and more cars are on the street and traffic congestion is one of the most serious problems of the cities

I think there is 2 solutions can solve this problem.
Firstly for the government, they should encourage people to take advantage of public transportation like metro and bus.  Although in Shanghai the metro has developed pretty well but the metro fee is not very low so I think the gov should reduce the metro fee to encourage people to use it.

On the other hand, people should use shared bicycles as another way to solve this problem. Although the shared bicycles has been too much for the city but it really convenes our lives and life efficiency.

And the government should limit the number of cars on the street. Although they had taken some actions like limited the number of platforms of the cars, but an enhanced price of the driving place, but I think they should do more and encourage people to use cars less.

I think from these 3 parts, traffic  congestion can be solved. Not in a short time, but it will be better.

I think the city is not friendly for bicycle because a lot of streets you can’t ride a bicycle on a lot of main streets. So if the government wants to change the status quo of the traffic congestion, I should they should open more streets for bicycle-ready.
