eg: Most insurance companies charge more if you have a pre-existing condition.

competent – able to do something correctly, and well

eg: In America a lot of government workers, like at the post office, are barely competent. They are just really lazy and work very slowly. Often taking long breaks.

incompetent – lacking necessary ability or skills

eg: I always have to deal with incompetent receptionists.
