Writing exercise

Every year my university organizes some Exchange Student programs. I joined it once when I was in the first year of my university. There were many different universities that we could choose. After we made the decision, we needed to hand many files and passed some exams. Once all preparation done, they started to choose students. Roughly they would choose the top 3 students for each university. However they changed the rules at that time due to the fact that too many students wanted to go to the same university.
