Unfortunately in the future Chinese people’s English won’t get better because the government tries to impose policies to limit their studies. / to discourage studying English.

That is funny because now if you want to do this you limit your people to contact foreigners / you limit the contact your people have with the rest of the world and now you can ask your people to learn only Chinese. You don’t have to let your people browse the  internet.
