After a little consideration, It is A’s fault. If he usually do this, he will make a lot of people unsafe. Probably a country will be affected by it. Many people doesn’t want to work in the
company. They just lie to people and get what they want. It is more serious that a country won’t be able to develop better and some people will stole some things from people. But B has a little problem, he doesn’t protect himself well. It is easy to get what he want, That thing hardly happen to himself, so he is in danger.

Revised: 

After a little consideration, It is A’s fault. If he usually does this, he will endanger many others, and probably the country will be affected by it. Many people don’t want to work in the company. They just lie to other people/others to get what they want. It is a serious issue if a country won’t be able to develop better. Some people will steal some things from other people. But if B has a little problem, he won’t be able to protect himself well. It is easy to get what he wants. If that situation never happened to himself, he will be in danger.
