If you can make a new policy in this country, what policy would you want to create and why?

If I can make a new policy, I would like to create kid babysitting in public rules.
In public, we can see many naughty running around without noticing others, and these kind of bad manners can cause lots of trouble to people in public.
Kids are not mature physically and they can hardly repress themselves from some bad behaviors such as yelling out loud, fighting around, interrupting in between, etc. All those bad manners can disturb others in public, and intrude people’s rights at some points, especially when people are in a meeting on the train or trying to fall asleep on the plane. Most of the time, people has nothing to do with this annoying spoiled kids if their parents wouldn’t take the responsibility to rein them. I have several bad experiences encountering the situations that the parents just stand by and let their kids run around and yell out aloud. if I get any chances to make a policy, I would like to punish the kids who are misbehaving in public or make the parents to take the consequences such as a fine of 500 RMB.

If I can make a new policy, I would like to implement a kid public behavior management rule.  In public, we see many naughty kids running around, not caring about others and such bad behaviors/acts can cause a lots of troubles to others in public. Kids are not yet mature emotionally, mentally and physically and they can hardly understand or be aware of existing social rules such as yelling out loud, fighting around, disrupting others and infringing other people’s rights to enjoy the public space, especially when people are in a meeting on the train or trying to fall asleep on the plane. Most of the time, people cannot discipline other people’s kids if the parents don’t take such responsibility. I hI had several negative encounters where the parents just stood by and let their kids run around and yell out loud. If I get the chance to make a policy, I would like to either punish the kids who are misbehaving in public or to make the parents pay a fine of 500 RMB.
