I think a qualified manager should have 3 characteristics is knowledge about their employees/team members, effective communication skills and willingness collaborate with other departments and teams.

First of all, they need to know about the personality of each employee in a team in order to assign the tasks correctly. For example, they can rely on employee’s respective strengths and weaknesses to work on a project to maximise productivity.

Secondly, they need to communicate with employees regularly and learn about the problem in case an employee is stuck on it. They can exchange and discuss different opinions, not only can it help to resolve the issue but it can also allow/lead the employees to learn to solve problems independently.
Thirdly, they need to collaborate with their peers. A manager should not be defined as a decision maker only. More importantly, one of their biggest responsibilities is to assign the tasks/duties to each team member equally and reasonably as well as to provide them with support when needed in order to optimize team performance. 

For my boss, I think he has three characteristics. He has enthusiasm, hard-working and kindness person. He passionate about his job. When he have a problem, he will face it optimistic. He works long hours. Also, he is a kindness person, he like to interact and discussing and help team member to solve the problem together so he is a great team worker.
