Topic:
In a number of countries, some people think
it is necessary to spend large sums of money on constructing new railway lines
for very fast trains between cities.

Other believe the money should be spent on
improving existing public transport.

Discuss both views and give your opinion.

Nowadays, more and more countries spend
large amount of money on developing fast trains between cities by building new
railway lines. However, many people have commented on that, they believe the money
should be spent on improving existing public transport. Personally, I agree with the idea of working on the improvement of current public transport systems if the budget only has room for one of these, as I believe that it is far more relevant to the daily lives of the citizens than additional unnecessary services such as high-speed rails are.

The principle reason for the view that 
constructing new bullet train lines between cities is important for
developing a tourist-based city, not only will it enhance the city’s image to tourists
but also will drive more GDP. But it is evident that it depends on whether the
city’s existing public transport system is already being well managed. Therefore,
only considering of the inter-city’s transportation is not enough.

Another reason for my view is normally,
existing public transportation is built many years before and it will have many
potential safety risks for travelers. Specifically, it’s generally
accepted in my country that government always spends a large amount of the budget on repairing
roads or upgrading public transport so citizens are glad to accept the high
tax they spent on it. Last but not least, to make citizens lives get more and
more convenient is the basic idea of developing other public services.

In summary, for these reasons, I tend to
believe that governments should spend money on the basic public
improvement of cities than other areas which may not be as necessary immediately for public usage.
