Scam (v): 1- dishonest way to make money by deceiving people
E.g.: Many people felt that Trump University was only a very elaborate scam, built to deceive people into giving them lots of money.

Remark (n): 1- something that someone says or writes to express an opinion or idea.
E.g.: He made some very controversial remarks about the government.
