Two ways of America to punish its opponents
The America Export Control Act was issued by the US Bureau of Industry and Security(herein referred to BIS)and it is a useful tool of the US government to enforce sanctions to other countries. BIS prohibits specific American products exported to the persons or entities which are on the Entity List. For example,BIS put HUAWEI into the Entity List and prohibited specific chips exported to HUAWEI which led to that HUAWEI could not produce high- level mobile phones and lost the market shares of this area. Not only the list entities but also airlines and shipping companies are the victims of the Act because they will also be punished if they transport the restricted products to listed entities. For example,FedEx was punished several times by BIS because it delivered the packages to Beijing Normal University which is on the Entity List.
Another efficient tool to fight with opponents is financial sanction which is organized by The Office of Foreign Assets Control of the US Department of the Treasury(herein referred to OFAC), which includes the primary sanction and the secondary sanction. Americans are not allowed to have a deal with the persons or entities of the primary sanction and people all over the world are not allowed to have a deal with the persons or entities of secondary sanction or offer them a material help. For example, Lin Zheng Yue Er,the former chief executive of HK,was imposed on the secondary sanction and all the banks rejected to provide bank accounts and the wire transfer services to her which led to she could not draw money from any banks and only could use cash in the normal life.
