What if Shanghai never stop raining.
At first, there were just small problems, like we couldn’t play outside, walk dogs or hang clothes. Then People started to build a fake sunny sky with all infrastructures under it. Living expense became really expensive. A lot of people moved out of the city. But government raised the moving payment to 1 billion yuan. The rest of poor people had to stay in the city. Many of them got physical and metal diseases. People started to die unnaturally.

What if it never stops raining in Shanghai.
At first, there would be just small problems, like we couldn’t play outside, walk our dogs or hang our clothes. Then People would start to build a fake sunny sky with all the city’s infrastructure under it. Living expenses would become really high. A lot of people would move out of the city. But the fine for moving out of the city would be 1 billion yuan. The rest of the poor people would have to stay in the city. Many of them would develop physical and mental illnesses. People would start to die unnaturally. So there would be very few people left in Shanghai. This proves that weather has a stronger effect than we realize.
