Use numbers as an ADJ:

singular – only one of the thing.

eg: I have a cat.

plural – more than one

eg: I have some cats.

normally:    1 person, 2 people, 25 people…

1 child,  14 children

1 cat, 3 cats

Number as ADJ:

Use the singular form of the word after the number, and before the N.
