a missile 导弹

inhabited = with people living there

There are 30 million inhabitants in Shanghai.

The desert is usually uninhabited.

a dispute = an argument, a disagreement, a fight

a base 基本，基地

a military base 军事基地

a naval base 海军基地

diplomacy 外交

So far, the problem is only diplomatic, but it become military in the future.

realm = territory 领域

So far, the territorial problem has stayed in the realm of diplomacy.

bully 欺负

On one hand, they want to avoid a conflict, but on the other hand, they don’t want their allies to be bullied.

provoke 挑衅

The two countries are provoking each other.
