allegate = accuse (often without proof)

Don’t allegate that I’m a robber if you didn’t see me.

You can’t make groundless allegations like this.

harsh sanction 残酷的处罚

I think a sanction of 100 RMB for being late is a bit harsh.

Diplomatic bags cannot be opened by anyone, not even customs officers !

I wouldn’t want to be a diplomat, because working in diplomacy requires a lot of boot-licking. You cannot say anything bad about anyone, you can only lick their boots.
