Recently, a video about a 17-year-old male passenger on the subway train verbally abused two young women was widespread in the internet. The two girls tried to convince him to scan a Quick Respond code on the Wechat. The policy later found the youth involved.

Of course the behavior of the youth is inappropriate and rude. He also apologized later. But the behaviors of the two girls are also very problematic. If you have ever taken the metro in Shanghai, you have probably met some people like this, some of them may try to promote a startup, but some of them also can be a part of the scam. If you scan the code as they asked, later maybe your personal information can be illegal used by the criminal group.

Subway is a part of public transport and the regulations prohibit people from begging or conduct commercial activities, the similar promotions conducted by the two girls should be regulated as well. Even though sometimes they just want to promote the startup, it can also constitute harassment for the passengers.
