tier 1 city – top cities in a country
i.e. Shanghai is a tier 1 city.

emphasize – to reinforce and stress sth.
i.e. We should emphasize this problem to the public.

Grammar

I was on the stage to speech -> I was on stage to give a speech.

I think I’m nervous very much -> I think I am very nervous.

I was brought in Shanghai -> I was brought up in Shanghai = I grew up in Shanghai

A: What would you do to improve the enforcement of the waste sorting policy?

I advice fine because we know Singapore, Singapore is very small and their population is very diverse. how to guarantee the Singapore social operation, I think fine is the important thing. It’s like Singapore has the whipping policy. So I think in China we can consider fine to do it but in china tier 1 cities perhaps we can do very good, Tier 2 cities maybe do so so, tier 3,4 maybe the other cities are very poor. I don’t think they can follow the fine to do it. It relies on education, environment, safety recognition, and many more.

I advice to set up fines. As we know, Singapore is very small country and their population is very diverse. In order to guarantee Singapore social operation, I think setting up fines is the important thing. It’s like Singapore has the whipping policy. So I think in China we can consider fine to enforce policies. But in china, tier 1 cities perhaps we can do very good, Tier 2 cities maybe do so so, tier 3,4 maybe the other cities are very poor. But in China, tier 3/4 cities will not do as well as tier 1 cities. I don’t think they can follow the fine to do it. It relies on education, environment, the recognition of safety, and many more.
