eg. The UN didn’t recognize China as a country until 1971.

Limit – can only have a certain number
eg. Japan’s military had a limit of 100,000 soldiers, and a small navy, no air force.

Scrambles – prepare something very quickly

Illegal – 非法

Censorship – to control what people see and know
