And currently France has got more than 1.4 million cases, and the total population of France is 67 million, in that means its infection rate is about 2%, the highest rate in the world. I wonder why it spread so quickly as the curfew was only announced 2 weeks ago. I texted one of my friend in France, she told me the fact: even though the government announced the policy, but they still could have some exceptions，like the new lock down policy：only close the universities, but all kindergartens，primary schools and middle schools keep open. I got it right away, in Western countries, the government always want to balance all parties, so they cannot do anything in a decisive way.
