Transition (n): 1- a change from one form or type to another, or the process by which this happens:
E.g.: The health-care system is in transition at the moment.
E.g.: There will be an interim government to oversee the transition to democracy.

Democratization (n): 1- the process of making countries or organizations use democratic ways of making decisions.
E.g.: The democratization of Western societies has been accompanied by more complexity in their economies.
E.g.: He wrote a book about democratization in East Asia.

Stutter (v): 1- to speak or say something, especially the first part of a word, with difficulty, for example pausing before it or repeating it several times.
E.g.: She stutters a little, so be patient and let her finish what she’s saying.
E.g.: “C-c-can we g-go now?” stuttered Jenkins.
