Before our country’s policy was only one child, but now is Two-child policy. This rule is suitable for cities and villages. But if you have more than allowable number, you have to pay social expenditure. This fee is based on the per capita disposable income, you should pay extra fee is more than 3 times and less than 6 times. If your income is more than the per capita disposable income, you should pay more than 1 time and less than 2 times which is according your extra part.

I just translate our country’s policy, I’m not sure if this is clear. Hope this can help you understand.

Edited:

Our country used to have a one-child policy, but now we have a new  two-child policy, which is valid both for cities and villages. According to the policy, if you have more than allowable number of children, you have to pay a fine. This fee is based on the per capita disposable income at the place you live, and corresponds to 3 to 6 times that amount. If your income is higher than the per capita disposable income, you should pay an extra fine that corresponds to 1 to  2 times the exceeding amount.

I just translated our country’s policy, I’m not sure if this is clear. Hope this can help you understand.
