dssh于2019年1月收到上海仲裁委员会发出的仲裁通知书，smc作为仲裁申请人对dssh提出仲裁，向dssh主张自2018年4月－2018年12月的推广服务费／逾期支付推广服务费的违约金／律师费等各项费用，共计2900万元，并对前述款项进行冻结。dssh计划向smc提出仲裁凡请求，要求smc想dssh返还自2016年4月－2018年12月的推广服务费（由于其窜货行为）／律师费等各项费用，共计4500万元。但由于律师事务所未按照shac要求的时限对该反请求进行提交，shac拒绝受理，故dssh仅能够提出独立的仲裁请求。

DSSH received the notice of arbitration issued by the Shanghai Arbitration Commission (hereinafter referred to as the “SHAC”) in January 2019. SMC, as an applicant for arbitration, filed an arbitration against DSSH, demanding that DSSH pay the costs of the extension service fee and the late payment of the extension service fee from April 2018 to December 2018.

A total of 29 million RMB was frozen. DSSH plans to submit arbitration to SMC where requested, and DSSH requests SMC to return the promotion service fee (due to the company carrying out business in DSSH cargo area), lawyer fees and other costs, from the period of April 2016 to December 2018 in the total amount of 45 million RMB. However, since the law firm did not submit the counterclaim in accordance with the time limit required by the SHAC, the SHAC refused to accept it, so DSSH was only able to make an independent request for arbitration.
